The Titans are looking to build from within and maximize talent on the roster, which until recently was very low overall. That means not overpaying for mediocre players (which usually happens by overpaying for FAs at positions of need) and building through the draft. The jury is out on whether the new FO is drafting smart (I have my doubts), but it is a solid strategy.
It is frustrating for VY fans to see what he has to work with, but overpaying for mediocre WRs will impair our ability to acquire and retain legitimate stars, at whatever position we can find them. If missing out on a Hackett or Young means having the money to lock down Haynesworth and Roos, and extend Van Den Bosch and Stewart, the choice is pretty damn obvious to me.
Teams like the Pats can afford to sign for need, because they are stacked, and FAs will take discounts for the shot at a title. We have to keep building and hope WR, like other weak positions on our roster, can get filled by stopgaps, bargain FA finds, and draft picks. Frustrating, but necessary in the long run. If the FO has ****** drafts, we will start sucking pretty soon, and that may well happen, but criticizing the overall strategy is misplaced, IMO. That part is solid.
