The federal government yearly budget?

The federal government yearly budget? How many will be passed under President Obama's 8 years? How about under the leadership of Harry Reid?

Should the rules be changed to force the hands on this topic a bit more? Why have a budget committee if the budget is not needed?

I believe the rules should be strengthened enough to be sure a budget is passed yearly or at least every 18 months. What say you? I believe it only takes 51 votes in the Senate btw.
 
There's nothing inherently bad with not passing a budget. The government can run just as well on continuing resolutions. What's bad is the cause of the failure to pass a budget, which is political paralysis. Neither party has total control, which means that both have to make concessions to the other. Neither are willing to do it in a meaningful way.
