Specifically, the rainwater is clearly carrying some sort of cranial disease that affects the portion of the brain responsible for motor skills and spatial awareness. This would explain how whenever it starts raining everyone's driving goes from bad to horrible even in ways that shouldn't have anything to do with the rain itself.
