Thanks Holder

This will make it worse. I foresee mass exodus of good teachers and students to the private school system. I feel sorry for those left behind to deal with the problems.

Larry,

Obviously, I'm hostile to this sort of crap, but I'm a little confused. Are these just voluntary guidelines, or they actual Department of Education regulations?

Just one more take over by our government.

I'm pretty sure schools aren't turning students over to the police without good reason. If students feel that they're not going to get anymore than a few days off from school for their actions because of their race, I'm sure the violence is going to escalate. And, ironically, most of that violence will be directed at other minority students.

Deez - in the article it said "face strong action" if we don't adhere to the new guidelines. Not sure exactly what that means yet.

Sorry about that. Read several different articles. A lot of conflicting info out there at this point. Why not push for better classroom behavior instead of race baiting?

For the record, the letter very clearly spells out that any discipline that impacts members of one racial group over another is a violation of federal law. There are no "guidelines" about it - Holder claims that is against the law.
The Link

I would have pulled out quotes but the copy and paste from that document is illegible. But if you look at the grid on p. 13, it's pretty clear that for example, if a disproportionate number of a certain race were disciplined for verbally accosting a teacher (for example), and the penalty was suspension or removal to an "alternative school setting (p. 12), then the DOJ gets to decide whether that the policy is "necessary to meet an important educational goal." If not (in their view), then the school has engaged in discrimination. It would also be considered discrimination if the DOJ believes that other methods could have been used that placed "less of a burden or adverse impact on the disproportionately affected racial group."

I'm fairly sure that the Holder DOJ does not consider it a "guideline" or "suggestion" not to violate its view on what constitutes racial discrimination.

I would like to see some verifiable examples.
All Holder does is say it is happening
I am not saying it does not happen but if the gov't wants to have this kind of involvement it should be more open about what he says happens.

Holder has played the race card so much by now he surely has a full house

There are certain groups of students that, as a whole, do more poorly than other groups on office referral rates. This is true at all ages and across all states. Office referral data is tracked by school, districts, and governmental agencies. In the past, this data has been presented to teachers in a way to better their classroom discipline approach. School-wide behavior expectations were put in place on every campus in my district with great success at reducing the rate of office referrals. My fear has always been that the data showing the high rate of referrals, especially of African American boys, would be used against teachers. Read a little more into what Holder is saying. He isn't saying that these boys often come from a rough background and therefore have a tough time with social skills in the classroom. He isnt saying that teachers should be focused on teaching and leaning to meet state standards. He is saying that the people ultimately responsible for the referral rate of these boys, classroom teachers, have a personal bias that is causing them to send these kids to the office more often. He has completely put his head in the sand on the root causes of classroom disruption and has chosen to blame the people that are the second most likely victims of the disruption. The most likely is actually the other minority students that he should be worried about protecting.

In the future, I predict that schools across the country will be having meetings with staff about not referring African American boys to the office in order to get the data in line. When sent to the office, these boys will be given a slap on the wrist in order to get the data in line. If you happen to have a class that is especially rowdy, tough ****. If your kid happens to be in a class that is especially rowdy, tough ****. Thanks Holder.

On a lighter note, the referral rate of Asians needs to come way up to even things out. One sneeze and we drop the hammer.

Good points
but holder should still be able to provide hard data
and shouldn't that hard date include the race/ ethnicity of the teacher?

I am only guessing here but in DISD where over 80% are minority) I know kinda a contradiction the majority of teachers are also minority
Same would be true in Houston Detroit Phlly Chicago etc
so would an incident with a minority teacher reporting a minority student be excluded?
