AG Paxton sued the Fed because of an unlawful Obamacare tax on state Medicaid programs.

I won't look for the check anytime soon though. I wonder why they paid it in the first place.

Did all states pay this tax
and only these 5 sued?
Did the state make these payments?
Surely other states will sue now

I don't know all the ins and outs of this case, but I assume that all states paid Health Insurance Provider Fee by forcing them to account for the fee when paying contracted Medicaid providers. However, the decision to sue the federal government over Obamacare is largely a political decision. Red states sue. Blue ones generally don't.
