Enforce the laws on the books? Megaupload was taken down by doing just that. We already have the DMCA.

Media companies have plenty of protections and causes of action. Personal injury cases get all kinds of sh*t from people, but I think most people would be much more outraged if they knew what goes on in some of these IP cases. I know a guy who works for an IP firm in Austin, and you wouldn't believe the goofy and petty lawsuits these guys file all the time.

(Of course, these cases usually involve big businesses suing small businesses, so the tort reform movement doesn't care about them.)
