Jon Stewart, seeming to adress hard news more directly than any of the news networks, pointed out the the ATF has not had a director in six years (dating back well into the Bush Administration) and that executive level positions at that level are not typically subject to Senate approval. However a Senator, the NRA's "Defender of Freedom" put that provision in another law.
Now with its sway in the Senate, the NRA has through this and other legislative means so curtailed the ATF that it is hanstrung and hogtied. I guess if you think the answer is to shoot our way out of a gun violence problem, that is a good thing.
