Those are very good times, but not what you would normally see from a future olympian.
Roy Martin from Dallas Roosevelt ran a 20.1 200 meters in 1985, and never made the olympics.
I know there have been Texas HS sprinters that have run in the mid 45 second range.
There are always late bloomers, however, such as Michael Johnson. He was a very good HS sprinter, but did not become a superstar until he got to Baylor. In HS, he was completely overshadowed by Roy Martin.

I think Roy Martin still holds the record for the longest kickoff return in high school football history. 109 yards.

I remember watching the evening news and them showing the video. He caught the ball at the very back of the end zone and was strattling the line, he was in one corner of the endzone and was running across the field when he decided to turn it up and bam, a hole opened up and he was gone.

It was an amazing run.
