Nowhere near the top of my enjoyment rating or my excellence rankings of movie and/or BBC biopics about the doings and misdoings of British royalty, but not near the bottom either.
Very decent costume drama, but not as memorable a portrayal here by talented Emily Blunt as the award winning Helen Mirren recently gave us in "The Queen," IMHO.
And not nearly as interesting a life story as Cate Blanchett told in her two movies about Elizabeth I, in my evaluation.
This film was decidedly more Victorian than Elizabethan in every way as it, of course, should have been.
Might compare pretty equally, pizzazzwise in my imagination, with a film made about "The Young Eisenhower."
Musically, Elizabeth I makes me flash on the derring do of Queen's "We Are The Champions," while Victoria gives me the calm and thoughtful serenity of The Kink's "Waterloo Sunset."
So, it depends on your (and my) mood.
And this movie respects and allows for that.
