Saving Movie Stills

When watching MPEGs on your computer, is there a way, when on pause, to save the movie still as a picture?

if you have any tv tuner card software, it should support playback and u should be able to take screenshots from it.

If they are MPEGs, there's no need for any fancy video software. Just hit the Print Scrn key to copy the whole screen to the clipboard. Paste into any image editor, and crop the image as necessary.

Correct. Unless you are planning on ripping video as well, you don't need any extra software.
