Rule Question: Arkansas 3rd down play

3rd down and 15 or so in the second quarter (possession where we stopped them on 4th and 3)... the QB took a couple steps forward right before the snap. Not one of those steps and then reset motions; his momentum was going forward. How was this not a penalty?

I saw the same thing - you can't be in motion toward the line when the ball snaps.
