Republican Gerrymandering Favors Obama In Texas

********. The democrats don't have to use state senate districts in their primary and they certainly don't have to grant more delegates to certain districts than others. That is the reason why Obama is favored over Clinton. Because the dems gave more delegates to heavily african-american districts.
