removing steps from house entrance walkway

I want to make the entrance walkway wheelchair capable as right now it has 3 steps about 5-6 feet apart. A smoothed out concrete incline would be best. Anyone done something like this? What is the cost and will the HOA/neighbors be bothered?
 
I think if you are making it ADA compliant it would trump any housing rule or bylaw your neighborhood may have.
 
How about simply adding a wooden ramp over all or part of the steps?

That way it can be removed if the house is ever sold. It's also cheaper. No demo or concreting over of the steps.
 
I would do the wood route.

You might hook up with a Boy Scout troop. This is a common Eagle Scout project.
