I would say that it's probably more an example of someone who doesn't understand the impact of his actions than it is outright "if you contribute, we'll make sure you do well" - although I'm not ruling that out, either.
I think this administration does what it does because they feel like they're smart, and when they have good ideas they just go do it. On the surface, "hey I want to promote green energy, and there are these guys I know that I talked to on the campaign trail, and they seem like they have a really good idea going here, so let's go give them a plug!" sounds pretty reasonable.
That's the difference between a community organizer and a president. A president just can't do stuff like that. He either doesn't get or doesn't care that he has an obligation to the marketplace and the American people not to put campaigning and posturing over the good of the industry. I'm not going to say he doesn't care about the latter, I'm just going to say he's not going to let it stand in the way of the former.
