Re-sodding during the summer

I suppose not if the grass is adapted to this climate. But the term "adequate water" ought to scare the crap out of you right now.
 
Once grass has taken hold and has deep roots, it can usually survive dry, hot conditions, but I would think there is a good chance it won't make it if you plant right now.
 
Yes, you can do it. Make sure the ground is properly prepared with plenty of organic material (Dillo Dirt works great). An irrigation system will assure that it gets proper water (twice a day) while it's getting established and after. If you're in Austin, the city makes an allowance to the rationing policy while your grass is getting established.

Take a look at the Amerishade variety of St. Augustine from King Ranch Turfgrass. I installed it this spring and it's fantastic. It's doing great in full sun and heavy shade, grows more slowly which requires less mowing (I'm only needing to mow half as often as my neighbors), and looks fantastic--a deep green emerald color. My next door neighbor's Raleigh looks sick by comparison. I'm glad I installed an edging between our yards so his Raleigh doesn't try to encroach. The South Austin King Ranch Turfgrass location has a large installation if you want to see how it looks.
 
Definitely more dangerous to do it now. Sounds like a pain in the butt, and not something you'd want to do more than once. I don't think the summer months will give your grass much of a head start compared to if you planted in the fall.
 
Forget the danger to your new grass. How about the danger to yourself, re-sodding in this heat. I was outside for about 30 mintues this weekend and i thought i was going to pass out.
