ball players always throw up their index & pinky finger when there's two outs, making a hook em horns sign. do aggies/sooners or any of the other many schools that envy us do this?

I have seen all of these three do this - aggy, zero u, and pig. There are some players that will do this and then invert and shake their hand in a limp wrist fashion after they have signaled long enough that there are two outs to their outfielders - this is rare though.
