Problems trashing something (OSX)

I've got this file on my desktop - i have no idea what it is or where it camme from (none of my apps will open it) but it won't let me put it in the trash. i get the 'you cannot put this item in the trash because it is currently in use by another program' but it doesn't tell me which program.

when i due a alt-apple-esc, no funky apps come up. any ideas how i can get rid of this badboy?

1) Repair disk permissions first -- under applications/utilities/ disk utility. Run that.

i just renamed it, saved another file as the same thing, replaced it and pitched the new file. sweet.
