Pre-Sale Tickets to Concerts

Question: When concerts have pre-sales, do they sell all the best tickets through the pre-sales or should good tickets still be available when the tickets officially go on sale?

I just got an email for a pre-sale for Kanye tickets and when I tried to get the G/A or "Floor and Arena" seats, it said none were available at those price levels. The only options are "Arena and Mezzanine" and "Mezzanine." Boo!
 
So we tried to buy Ed Vedder tickets on pre-sale last week from ticketmaster and none of the 5 peeps that were trying got through. They went on sale at 10A. At 10:08 a website had over 100 ticks for sale in every area.

How is this possible? How do the scalpers get those ticks?
It's not even worth trying to get tickets through ticketmaster anymore.
 
I think if you're in the fan club, they email you a code to pre-purchase tiks.

I think if you're on the TexasBoxOffice mailing list, you also get presale codes. (Fan club presale is usually before this).
 
I talked to this chick at the Michael Bulbe Concert, and she said she camped out 3 hours at the ERC (they day they went on sale) to get tiks. She wanted 2 together and all they had were same seats on different rows, not seats adjacent to each other. She had her seat in row 16 in the arena. (arena and floor were the same price level).

I'll try to find out how TBO figures this crap out.
