I imagined it would be much worse before I clicked the link. Sounds like somebody has too much time on their hands with the city. If you are having to get into dictionary definitions of what is allowed, why not just let it go?

From talk on the radio, I got the feeling she was facing jail for refusing to handle her ticket or appear in court. Is that not correct?

If so, it's the same thing that turns a jay walking ticket into something that can send you to jail.
