Now we have to pass laws just to see what's in it. F'n stupid. Anyone who thinks that's the right way to govern is an idiot.

More to the point, we pass multiples laws that say either the same thing or contradictory things because no one in congress actually knows or cares what legislation is currently on the books, or whether said legislation is being actively enforced.

Congress knows full well it gets no credit for getting better enforcement on current laws, not to mention that their power doesn't extend to that. But they know that if they pass a law, no one will remember that they passed something that was essentially the same thing two years ago when the last "outrage demanding a plan" took place. And no one will care whether it works or not - only that they "took action."
