So, I find a product on Amazon called Adobe Photoshop Element 6. Do I need to have an earlier version of Photoshop - i.e., is this an Upgrade of an existing product? - or can I start using Photoshop from scratch with this? It only cost $79.99 which makes me think it's only an upgrade. (under no tequila influence at the moment).

You don't need a previous version of the software. Photoshop Elements is basically a scaled-down version of Photoshop. It really has everything you need, unless you're a serious photographer.

Yeah full release is about $600 ballpark.
Elements does a subset of the features in the full release but for most people even that is still overkill.

We have used two different versions of Elements at my house and it works well. My wife is a photographer, but I would call it more of a hobby right now because she doesn't make any money on it.

Nothing says 'I'm thinking of you' like stealing $600 software, burning it to a DVDr, writing "Ph0toSh0P" with a sharpie, and giving to someone as a gift.
