Passports for Mexico

Is the deal still that you can go to Mexico with a birth certificate and some proof that you have applied for a passport? Is the receipt the proof? What agency could actually confirm this? Thanks!

starting today, i think everyone, including babies, must have passports to get into mexico or canada.
