Partial Qualifiers

Would someone be so kind as to explain/define a "Partial Qualifier."

To put it simply "Not Very Smart". They can get a scholarship with a 600 SAT but have to sit the first year and lose that year unless they complete a degree. Which most of those kids are the type to be leaving prior to that point anyway.

PQ practices but can not play the first year. There is no redshirt year available unless the PQ graduates in 4 yrs and then they can get the 5th year (4th year of playing).

This is the NCAA.....Natl Collegiate ATHLETIC Assoc, not the Natl Collegiate ACADEMIC Assoc......

Evidently, one of Nebraska's partial qualifiers was an intern when that particular rule was drafted. lol
