Shouldn't the regulating bodies of sport investigate and ban athletes, rather than government?

No prosecutor was ever going forward with a case where it was entirely testimony driven with no objective evidence to rely on. All Lance had to do was have his lawyer keep saying the only objective evidence is the thousands of tests and there was never once a positive. Clemens is being prosecuted because they have the physical evidence of the syringe in addition to the testimony.
