Nitrogen Canisters?

what's the deal with all the nitrogen canisters around Houston lately? They're labeled 'liquid nitrogen' and they're about 4ish feet tall. Usually chained to something near an intersection. I've seen them downtown, at Quitman/59, and other places.

What are those things used for?
 
It's usually used for various things;

1. To protect fiber optic lines from corrosion.

2. To increase the efficiency of electric transmission by adding insulation and cooling.

3. To detect leaks in insulaing materials by adding pressurization. The pressure is monitored and a drop indicates a leak.
