Texas is the first state to create a public/private program that raises money for the state through license plate design.

I don't want to argue with the Great State of Texas, however Iowa has plates designed for 7 different small colleges in the state, and the 3 larger universities.

I went online and that plate was not a choice on the Dept of Motor Vehicle site.
