NCAA Uniform rule !!

Didn't they impose a rule penalty of delay of game and removal from the contest until the uniform is fixed for these football pants that do not go over the knee ? I remember Texas getting flagged a few times for that. Did they do away with it for this year ? I didn't notice or pay attention to any games last night. Guess it wasn't so obvious as it is tonight. Several of Rice's players look like they are wearing biker shorts instead of fooball pants. A few of Army's guys are the same. CBSSN channel..... They aren't being removed or being flagged ....
 
Very important and very active rule. I have an associate, a NCAA referee, who confirmed this. Apparently last year in a pregame referee visit to TCU locker room, TCU was warned that pads over knees would be strictly enforced. Not unlike 50 years ago, nobody paid one minute of attention. The TCU kickoff returner disregarded and played with no knee pads. Exactly! Like the picture of Sam on the cover of Sports Illustrated. He was immediately penalized and DQed. I live in fear that this will happen to Sam. Anybody with any contact with staff please mention.
 
It’s about time they enforce this. WR and DB have basically been wearing shorts with no knee protection for years. It’s especially dumb for RB to do this, but some do. Equipment managers need to get their stuff together.
