File this under "American Exceptionalism."
Two of the most important cultural institutions in America are movies and sports. If we can get the Academy of Motion Picture Arts and Sciences and the National Football League to agree to hold the Oscars* and the Super Bowl on a Saturday and Sunday, respectively, on one weekend, I propose a new Federal/Bank holiday I call America Day on the following Monday.
Perhaps the Academy and the NFL could be incentivized into such an agreement through federal research grants (bio-medical grants for the NFL and technology research or NEA grants for the Academy) a la higher-education. The agreement may be for 10 years or so, after which the agreement is reevaluated.
That's one extra day the government can stay closed to save us a little bit of money. I have no idea how much GDP would be effected, but I'm just gonna pull a Roger35 and make a wild baseless claim that there would be no impact.
* According to Nielsen the most watched non-NFL telecast every year. Typically only the Super Bowl and Super Bowl pre/post game shows have higher ratings. Occasionally NFL conference championship games have rated higher.
