My new monitor is freaking out

I just hooked up a new out of the box monitor (19in Envision). And it is flickering. Not really flickering, but the picture will shrink about half a centimeter on all sides, then go back to normal. It is not constant. It will do this for maybe 10-30 seconds, then up to half an hour will go by untill it does it again. The monitor has a "DeGausse" function that helps, sometime for half and hour, sometimes for a few seconds. As I understand any type of magnetic interference will do this, but this never happened to my old monitor, so I don't think thats the problem, unless newer monitors are more senstive. My old one was 6 years old. Do I have to wrap the damn thing in foil? (I hear this also keeps the Aliens from seeing it) Should I return it? Exchange it? IS it my video card, thats probably 5 years old. It's running at 75hz now. Should I turn that down to 60? up to 80?
