mirc: leech all you want.
bittorrent: if you want the good stuff, you have to maintain a decent ratio. which means, you have to leave your computer up and torrents open to upload to others.
if seeded well, bittorrent usually transfers than the bots on irc. also, since multiple peers are seeding to generally a small number of people, it's much more stable. irc usually has one bot transferring to somewhere between 2-50 other people, maybe more. but it really comes down to what you want to find. it seems to be that the selection varies from bittorrent to irc.

you are MUCH MUCH more likely to get caught using bittorrent.
i know at least 5 people on RESNET who have gotten notices for downloading from torrents.
on the other hand, bots on IRC are pretty damn safe, especially if you go to a well established channel. you're only transfering from one person and your chances of getting caught are very low. plus, i've found that irc is much much more faster and you dont have to sacrifice any upload either!
