A friend asked me if there were any in Austin. I know that I have heard that Jovita's had/has one but I have not ever been there. What about that Midnight Rodeo place?

No & no.
Might have had @ one time or another, but not now. & I certainly can't see Jovita's having one except for some sort of 'kitsch' or campy sendup particular to one band or gig in particular, whereas Midnight Rodeo (Dance Across Texas to me, anyhow) would have one for the wannabe's.
They are kind of expensive to rent or lug around from place to place & the insurance is really, REALLY cost prohibitive.
