Mandatory water restrictions

My understanding is that year-round you cannot water between 10am and 7pm period. The restrictions on May 1 are for the days that you can water.

New City of Austin water restrictions will begin May 1 and end Sept. 30. They include:

* No customer may run yard sprinklers between 10 a.m. and 7 p.m.
* Odd-numbered residential addresses should water Wednesdays and Saturdays; even-numbered addresses on Thursdays and Sundays.
 
The article talks about sprinklers and sprinkler system. I believe you can hand water year round, at any time.

But I have a question. I have a tree soaker hose that I use for my trees (I have 4 trees that are ~1.5 years old but I also use this on my live oaks that were native).

This is a slow release soaker hose -> does this fall into the category of hand watering?

I doubt it. Considering the potential for runoff or evaporation is low, I think you'd be ok. However, I doubt you use it all that often anyway, right?
 
There's not enough time b/w when i get up and 10am (if i'm not going to work) and 7pm and dark to get my whole yard watered.

Misha, do you work Saturday or Sunday? Because you do get one fo those days to water.

Honestly this is difficult if you don't have a sprinkler system but if you do this is no-brainer stuff. My neighborhood has front sprinklers in every house (we have sprinklers in the back too). But yet I see people set their sprinklers for 1pm all the time. Insane. Not only are these people wasting our water (evaporation) but they are pissing their water $ away.
 
i don't work on sunday, but sometimes I'm not home on sunday anyway.

I need an irrigation system, but they cost money that i just can't convince myself to spend
 
Jimmy, I have been doing mine every other week. I have set for Wednesday AM watering. I turn it on one week, turn it off after it waters.. It isn't that hard. If I forget, then I can water it on Saturday.
 
This does push people to get underground irrigation systems, and some studies have shown the leakage from such systems is quite significant and the whole idea may be counter productive. Not the restrictions on watering in the heat of the day, but the ones on which days to do it.
