what the crap?

i dont think you can use the smtp servce from an isp other than utexas.

to fix this, do this

in outlook express:

tools->accounts->mail->(choose the UT one)

click on "servers" -> and under outgoing mail server, put a check by "my serve requires authenciation"

now click on settings and choose "this uses the same settings as incomming mail server"

this should fix it.

utexas (and other isps) do this so that you dont use their mail server to spam.

These are likely instances where someone that sent you an email has requested a read receipt. Some email servers purposely don't allow read receipts to be sent, or more likely, aren't properly configured to allow them.

Check your outbox and delete any older messgaes that are queued up for sending. You should see someting identifying them as read receipts in the subject line. You can try authenticating your email client's SMTP usage per TexasOwnsYou's suggestion, but there may be other settings to adjust, depending on what software you use.
