Help me out here: We now have 12 commitments for 2009. Does this mean that they have officially committed to us, meaning that its done and they ARE coming to Texas? Or is it a verbal and they could still change their mind by next spring?

On the other hand what if the recruit falls off next year and greatly underperforms or even god forbid, suffers an injury that could limit them in the future, can Texas pull that ship to go after someone else? I know that Mack has a history of honoring ships even when someone has had something like this happen, but can tis be done?

Verbal only.

Yes an offer can be rescinded for any reason. Doing so can really damage the program's and coaches rep.

Oustide of a recruit getting into serious trouble (re: Chris Colins sexual assault of a 12-year old girl), Mack doesn't pull scholarships, even for career ending injuries (re: Matt Nader heart problem)

The decision to change commitments can come from either side, but in reality the only ones that ever change commitments after verbals are the athletes.

you already got the answer, but yeah mack won't be pulling any ships due to performance next season. those kinds of things piss off athletes, their parents, and their coaches. and they have a tendency to be mentioned by other schools in future recruiting.
