Lawnmower cord is stuck

Each time I try to start my mower, the cord will not budge/pull back.

What do I need to do to make it work?

Should/might have a way to take off that top part where the cord is housed/ I have had to do this and usually a good cleaning works (tie in to the wd-40 thread). Make note of how everything came apart. 10 minute job tops.
 
You probably need to replace the "spool" thingie that rewinds the cord. The cord is "miswound" on the spool, or the spring that makes it rewind is broken. Either way, I don't envy you the task. Take off the shroud and take a look. If miswound you can mess with it and get it back on track. If the spring is broken you have to replace the whole deal which is a major pain.

You locked your blade up somehow. Get under there and get it to spin and you will fix the problem
 
I'm glad you check the oil. I have a teenager who came in telling me the lawnmower stopped and now I can't pull the cord to get it started. He killed it by running pure gas in a two cycle engine. Probably welded the engine together running it too hot.
 
Those rope pulls will wear out, and Lowe's sells them in the mower department. If the crankshaft turns by hand, then take the top off enough to get the rope assembly out of there, and take it to Lowe's or a mower shop to get the right part, and it should work again.
