Land line phone service in Austin questions...

I have absolutely had it with SBC.
My first question is, if you switch phone carriers (like from SBC to ATT), can you keep your same home phone number?
Second, anyone know what the cheapest local phone service is around here? SBC is ripping me off, as usual (they tried to change my long distance calling from 7cents a minute to 21 cents a minute without informing me), and I have had so many problems with their customer service that I am going to cancel as soon as I can figure out a better carrier.
Recommendations are appreciated.
thanks

Well, I use AT&T for local. They've been good to me so far. Yes, you keep your same number. The rates are competitive, if not lower than SBC.

The bad news is, in one year, SBC will be able to charge whatever they want to the alternate locals to lease their lines, and that will pretty much put all of them out of business, assuming they raise the rates to more than SBC's.

SBC is evil...when that happens, I'll just go with VOIP or just ax my home line completely and go with the cell phone.

I switched from SBC to AT&T and found AT&T to be even worse, if you can believe that. I cancelled their version of "call notes" every month, only to have it re-appear the next month. If you live northwest you can try time warners new cable based phone service. AT&T is offering it as well I think. There's also Grande in some areas.
