lambeau leap question

Im not against the Lambeau Leap and I know its been a tradition in football's "greatest stadium," but how is that not a celebration penalty when something really small like doing a pushup, or like in the Washington-BYU game, throwing the ball in the air is?
 
I think there are other teams that jump into the stands like that and don't get flagged. There may be a way to do it and a way not to do it. I think I remember it being explained once. Something like a certain part you can jump to and others you cannot. Maybe not hanging there too long, I dunno.

But I have seen other players on other teams do it and not get flagged. I don't think you can specifically run to a whole new part of the endzone area to jump. If your momentum or the play took you there, go for it?
 
Well, Rodgers had to run about 15-20 yards after he barely scored on a QB sneak, so his momentum didn't exactly carry him there... but let's face it... the refs are not about to call any kind of penalty on a Packer jumping into the stands.
 
I know I have seen a player jump up in the stands and then move his legs like he was running, yet suspended. A player will get a penalty for that.

The player was Rod Tidwell, WR for the Cardinals.
 
In a vote of 29-3, the owners gave officials power to penalize a team 15 yards on the ensuing kickoff for excessive celebrations anywhere on the field. Spikes, dunks, Lambeau Leaps, spins, dances and simple celebrations will be allowed. But penalties will be given for any celebration other than that.
