I can think of a lot of dog owners who need to be forced to buy something like this...
Usually they are the same ones whose dog runs up to you and jumps on you / licks you when you're minding your own business as they slowly walk that direction ineffectively yelling the dog's name, and then when they finally get there say "Sorry, he usually never does this / usually comes when he's called". Suuuure...
