Is the new NBA Draft rule in effect?

The one that says players have to be 20 before they can enter the NBA Draft, in essence meaning players have to stay in college for at least two years for the most part?

I would love it if so- I hate seeing Freshmen leave after 1.

OK, I found my answer. It doesn't look like it will affect the 2012 draft, and it is something the NBA is forming a committee to discuss. Nothing firm. At least thats what I got from the memo.

The only remote possibility is Kabongo and I haven't seen much so far that would make him a 1st round pick.
