BO knows he doesn't have a snowball's chance of getting gun control through Congress. Even some Dems won't support it. But, by having government agencies buy up all the ammo, he effectively achieves the same purpose: he keeps U.S. citizens from execising their Second Amendment rights.

The official excuse is that it is to save money since most of the ammo is used for practice
which makes sense until you see the extraordinarily large quantities of hollow points. using hollow points for practice makes no sense since the cost many times more.

Maybe Obama wants DHS to purchase all the ammo they'll ever need for the next 20 years before implementing some kind of regulation requiring every domestic ammo manufacturer to obtain $100 million liability coverage (or something along those lines), knowing full well that the result would be many would close shop.
