Help, website wont refresh!!

I run a small website an have found that when i update the site, I have to empty my browser cache in order to see the updates. This is very frustrating for those who use the site. Some see versions of the site that are many months old. Refresh doesn't work, not until you empty the cache. It cant be the browser, since any other site i get on will refesh w/ the reload button.
What am I doing wrong?

I build w/ frontpage, w/frames and bluehost is my host.

I figured it out , for any one who wants to know. In front page if you update the pages within a frame the framed page auto updates, so it all looks hunky dory when you're changing it in the program. When uploading, it seemed logical to me that I didnt need to upload the framed pages since they are comprised of the individual pages that would auto update. This statement is true, however, browsers look at the file name and DATE of an html file and loads the one from the cache if they match, regardless of content differences.

Upload the frame pages, they get a new date, problem solved.
