Help me get rid of spyware

Ok, I have sme spyware or something I can't get rid of. It resets my homepage to about:blank everytime i shut down IE. It pops up windows on a fairly regualr basis that say something like "lowermybillsdotcom" or other crap. And I can't find out what's causing it.

I have Spybot, run it, got rid of everything it can find. I've gone through my C drive manually and deleted anything that looks suspicious. I've even looked in other folders where stuff might hide, like My Documents. Anymore ideas?

DAMN I've never had this problem this bad before. Hijacked browser, ran adaware to get rid of it all (its not finding anything more now) but I STILL have ****** up processes running. I went to msconfig, unchecked EVERYTHING, and the next time I boot up and check msconfig again, a NEW file has been created / checked. I CTRL-ALT-DEL and see I have a weird process running.... this is ******. Please help me. Should I just DL spybot or something else that may find it?? I am ready to reformat.
