"Lofgren has drafted a more comprehensive bill that would award visas by which employers offer the highest salaries. Under both the current system and Issa's proposal, visas are awarded by lottery, even after companies go through all the paperwork."

I like the Democratic rep's proposal better than Issa's. I think H1B's should be reserved specifically for truly remarkable talent. If they are remarkable then they should be worth the higher salary necessary to nab them via H1B under this program.

If you don't want to pay top dollar to hire outside then you need to find it or grow the talent from our citizens.

The primary challenge I see in that proposal is that it favors the "deep pocket" companies, which are typically your bigger players. In turn, the entrenched Googles, Microsofts and Apples of the world would have a discernible advantage over any startups.
