Never. Mowing over your leaves and letting them compost into your soil is one of the best things you can do for your lawn.
 
I don't know how often. However, if you never bag oftentimes the dead grass will cover the live grass, preventing the sun from reaching it. On the other hand, as long as sun is getting to the live grass, mulching should add nutrients to the soil. You should be able to look at the yard and see if there is a problem with sunlight reaching the grass. Bermuda and St. Augustine require lots of sun, Zoysia a little less, and fescue much less.
 
I have St Augustine and usually mulch, but bag once every 5 or 6 cuts just to keep the mulch from getting too thick in the lawn.
 
Thanks for the advise. I think I will do it a couple of times this summer. I have way too many leaves to just mulch them. It is the same in the back where I have a pool but that is a different problem.
