One question I can't find the answer to is how much can a POTUS spend with no congressional approval? I am sure each POTUS has discretionary funds he can allocate with no congressional approval
but I can't find out how much it is and how each POTUS has spent for the last 20 years

I threw 2008 in there to account for the post banking collapse(derivative implosion) response by the government which skewed the outlays.

I was consistently down on the W administration for their spending. But I always said, "W is bad but if you listen to the D's on CSPAN on virtually any topic they were complaining that he wasn't spending enough."
