A novel approach of balancing the budget is the goal for Germany apparently. Surely they won't, can't, because it isn't something that is needed if you contrast them with us:
Germany: The plan means Germany will reach budget balance in 2015, a year earlier than required under the “debt brake” written into its constitution.
