Former CIA Woolsey:Giving away the Farm

This is an opinion piece from former CIA head James Woolsey on Obama weakening our security through the new missile treaty with Russia. If he knows and understands what the treaty is about this is unsettling stuff.
From link
"This act of congressional prudence did not come out of nowhere. The Senate debate over New START raised questions about what the Obama administration may have promised Moscow regarding U.S. missile defense plans. The debate stemmed from the treaty's preamble, which linked offensive and defensive weapons, and a Russian unilateral statement that stated ratification of the treaty was conditional on whether the United States made improvements to its missile defense systems. In a treaty about reducing offensive weapons, it was clear the Russians required the Obama administration to include U.S. defenses in the bargain. "

and does this mean what it looks like it means?
"On April 14, 39 Republican senators sent a letter to the president expressing their concern over the administration's consideration of granting to the Russians sensitive U.S. technology and "red button" authority to prevent the interception of incoming missiles headed for U.S. troops or allies. This would allow Russia to deny the United States the ability to intercept a missile Washington had determined to be a threat
. "

Perhaps it doesn't mean what it sounds like it means. Can someone explain?

It means exactly what it says.

The reason you haven't gotten a counter response is that neither Jon Stewart nor NPR are reporting on it, so our resident lefties have no idea what you're talking about.

Right, guys?

this sounds too bizarre to be true although Woolsey, a Clinton guy, should know.

Does this really mean that Obama somehow wants to give away our right to intercept incoming missiles ?

I surely am missing something, for sure I am missing the part where Russia agreed in kind to give the USA the Russian technology so we can prevent them from intercepting incoming missiles.

There must be something else to this.
