Fisher's Latest on VY

Fisher said on his radio show last night that VY did some light running and throwing yesterday and that, as soon as he is healthy, he will be back as the number 2 quarterback and, at that point, Chris will move to number 3. Fisher reiterated that Collins was definitely the starting quarterback for as long as he continues playing well. When pressed about the reason for VY's benching, he attributed it to "confidence" issues, which the team is working on.

Confidence meaning helping VY get his confidence back and the team needs to regain confidence in VY.

I took it as the former meaning, but it was not completely clear to me.
