Individuals can't make that decision because we have spent the last 50 years and countless billions making a society that assumes that the number is and will always remain low. A family can't pick up and say "Dammit, gas it too expensive, we're moving to the Austonian, getting jobs downtown and riding bikes everywhere!"

Rather, their part is demanding housing in a dense urban core rather than in a far outlying suburb. Before that can happen in earnest until we do something about our crummy version of private education, where you pay for a good school by buying a nice house in the suburbs rather than paying a school. Look at Houston: even if there were affordable housing ($100-250k with enough room for a family of 4), families moving there would still have the massive cost of sending their kids to expensive private schools. Sending your children to a HISD school means that you are a.) poor and b.) you don't care.

An effective bus system based on adaptive routes would also be great, but cities still want light rail for "reasons."
 
it's just like cigarettes. they used to cost a quarter a pack (and I'm sure less than that too.) Can remember guys going...as the price rose..."I will quit smoking when they reach $1/pack." Didn't happen. Price is not a deterrent. Gas will still be used but when prices go up drastically people start looking for more fuel efficient vehicles...until gas prices drop.
