Who carries it? Is it PPV?

I would probably pay to watch, as it may be the only win left on the sched.

You most likely will need the multi-sports package.
I live in Alabama; it looks like channels 441 (HD) and 452 for me. I think DISH usually assigns the same channel numbers across the nation for the regional sports networks and blackout info changes depending on your ZIP. Check the link to know for sure in your area.

I found a thread talking about the OSU/Tech game in October on Fox Sports Plus.

Apparently, DirecTV customers in the region received the game on channel 685. And the game was available outside the region to sports package subscribers.

I would hope we would have the same type of deal.

I just got 4 tickets, including overnight shipping and service fee.....for $40.95. Not the best seats, but there is not much money in recovery ministry.

and it's probablly cheaper than the PPV.
